 Minutes of a meeting of Woodford Parish Council held on Tuesday 18th September 2007
in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm

Present:

Mr P Bird (chair), Miss L Blanchard, Mr S Clifton, Mrs M Colson, Mrs S Hayman, Mr D Sharples, Mr I Vaughan, Mr M Vaughan and Mr D Woods.

In attendance:

Cllr A Langley, PCSO G Cross, Mr P T Bird (Clerk)

Apologies for absence:

Mr P Colson, Mr N Holben, Mr B Mearns, Mrs E Reid, Cllr Hughes. 

Minutes of last meeting:

The minutes of the Parish Council meeting having been circulated, were proposed by Mr Clifton, seconded by Mrs Colson, and agreed as a true record by those present. It was unanimously agreed that the Chairman sign them as such. 

Youth Forum Update:

1:         Mr M Vaughan had nothing to report.

Police Report:

2:         PCSO Cross drew attention to a large in crease in crime categorised as “other”. This category had risen by six in the month of August and the causes were varied but included vandalism, and theft from sheds/ garages.

3:         The Clerk reported that he had been advised of youth camping on the Ring on Saturday evenings and running around local gardens.

 

Comments from Electors:

4:         No members of the electorate were present.
 

Cllr Langley’s Comments:

5:         Cllr Langley reported that new Chief Executive was now in post at the County Council. The reorganisation of the Council was continuing to progress.

6:         The Road maintenance contract (previously delayed due to the threatened reorganisation) was currently being tendered with a fifteen year contract being awarded next spring.

7:         The umbrella outside the Prince of Wales was presently being investigated.

8:         Cllr Langley said he was seeking confirmation that Mill Road would be repaired once the work at the Paddocks was completed.

 

Cllr Hughes Comments:

9:         Cllr Hughes was not present
 

Matters arising from the minutes:

10:     Vehicles, Newtown Street. The Clerk’s letter to ENC re un-roadworthy vehicles in Newtown Street was read out. No Reply.

11:     Volunteer Force. The Clerk had emailed the Council’s insurance Company. No response.

12:     Police Joint Action Group. The Clerk informed he had made several attempts to contact PC Rae without success. Consequently had emailed Inspector Kinchin following receipt of a further letter regarding possibly the same initiative but with a different meeting date. Once again no response had been received.

 

Planning Issues:

13:     Planning Committee Comments

a)           The Planning Committee had not commented on any plans since the last meeting.

14:     East Northamptonshire Council Decisions

a)           36 Mill Road Single storey extension EN/07/01281/FUL Refused

b)           Land Rear of 76 High Street. Stable block EN/07/00841/FUL Refused

15:     New Planning Applications

a)           No new plans were to hand.

 

New Correspondence:

16:     The Dukes Arms. A formal complaint had been lodged with ENC regarding the noise emanating from the Dukes Arms late at night. A copy was to hand, no action at present.

17:     Planning Training. Planning training was available for new Parish Councillors on 1 October at East Northants.

18:     The Chairman asked that the following items of correspondence be circulated:

a)         Friends of Rockingham Forest Newsletter

19:     Mrs Hayman proposed, Mrs Colson seconded, and it was unanimously agreed that the above accounts be settled.
 

Remembrance Sunday Wreath

20:     It was unanimously agreed that the Clerk obtain a wreath for the Parish Council to lay at the War Memorial on 11th November.
 

Any other Business:

21:     There was no further business. 

There being no other business the Chairman declared the meeting closed at 8.10pm.
