 Minutes of a meeting of Woodford Parish Council held on Tuesday 17th October 2006 in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm 

Present:

Mr P Bird (chair), Mr S Clifton, Mr P Colson, Mrs I Godden, Mrs S Hayman, Mr B Mearns, Mrs E Reid, Mr I Vaughan, Mr M Vaughan and Mr D Woods.

In attendance:

Apologies for absence:

Mr D Sharples, Mr B Whalley, Mrs M Whalley.

 

Minutes of last meeting:

The minutes of the Parish Council meeting having been circulated, were proposed by Mr M Vaughan, seconded by Mr I Vaughan, and agreed as a true record by those present. It was unanimously agreed that the Chairman sign them as such. 

Youth Forum Update:

1:         Mr M Vaughan reported that Youth Council had met and discussed some fundraising ideas. A further meeting was to be held in early November.
 

Police Report:

2:         A Police Officer was not present
 

Comments from Electors:

3:         No members of the electorate were present.

Matters arising from the minutes:

6:         Parking Issues. The clerk’s letter to NCC clarifying a request for the prevention of commercial vehicles parking in Newtown was read out. Additionally a letter to Mr Leighton (High St) clarifying the situation was read out.

7:         Fence to rear of Infant School / Rose Terrace. The Clerk’s letter of thanks to Mr Maddison for installing the fence was read out.

8:         Children’s Playground. The Clerk’s letter to Mr Bosworth outlining the restriction and plans for the improved children’s playground was read out.

9:         Service 16 Bus Service. The Council’s response regarding the bus service was read out.

10:     Thrapston Road. Acknowledgement of receipt of the Clerk’s reminder letter regarding road maintenance requirements in Thrapston Road was to hand.

11:     Parish Noticeboard. The Clerk reported the new Noticeboard had been ordered.

 

Planning Issues:

12:     Planning Committee Comments

a)           The Planning Committee had not commented on any plans since the last meeting.

13:     East Northamptonshire Council Decisions

a)           No decisions had been made by East Northants Council

14:     New Planning Applications

a)           60 Highfield. Erection of workshop to rear and replacement of flat roof on bay window – No objections.

b)           4 Club Lane. Erection of wood store – No objections.

c)           Mill Marina Thrapston. Replacement of caravans with log cabins at Mill Marina Thrapston – No objections.

15:     Other Planning Matters

a)           There were no further planning matters

 

New Correspondence:

16:     Islip Parish Council. A request was to hand from Islip Parish Council asking for comments regarding a footpath on the old Kettering Road, (former A604). Clerk was asked to respond that any move to make the road safer for pedestrians and cyclists would be welcomed, and it would give weight to previous requests for a footpath in Thrapston Road Woodford.

17:     Police Authority. The Police Authority is seeking new members. Any one interested should contact the Police at Wooton Hall.

18:     Chairman’s Race Night. The Chairman of East Northants Council was to hold a Charity Race Night on 27 October.

19:     Cllr Hughes Civic Celebration. A Civic Celebration was to be held in Raunds on 19 November.

20:     Children’s Playground. A letter from Mrs Gill – West Street was read out stating that the children’s playground was well liked by the children it had been designed for but sadly a minority of youths sought to damage it. The correspondent suggested that any new equipment should be aimed at older youths in a bid to entertain them

21:     The Chairman asked that the following items of correspondence be circulated:

a)          ENC Council Minutes

b)        Rothwell and Desborough urban Expansion Plan

c)         Kettering Urban Expansion Plan

d)        Northants County Council Minutes

Note cheque 1403 was used to replace 1399 which had been made payable to the wrong payee.

 

 

22:     Mrs Hayman proposed, Mr Woods seconded, and it was unanimously agreed that the above accounts be settled.

23:     Note: The litter picker’s wage was proposed by Mr Colson, seconded by Mr Vaughan and agreed to increase in line with the National Minimum Wage to £5.35 per hour with effect of 1 October.
 

Remembrance Sunday arrangements

24:     Discussion took place as to the value of a donation to the Royal British Legion. Mr Clifton proposed, Mr Colson seconded and it was agreed to make a donation of £75.00. It was also proposed that the clerk contact the Police in order to obtain cones in order to close the main through route near the memorial.

 

Children’s Playground

25:     Clerk reported that the fence around the children’s playground had been damaged beyond reasonable repair. It was proposed that in order to make it safe the fence be removed, and if required be replaced at a later time. Mr Mearns suggested All Seasons would offer a competitive quote. Clerk to organise.

26:     The Clerk reported that a number of the safety mats had also been lifted. Councillors asked that Wicksteed Leisure contacted to carry out repairs as soon as possible.
 

Community Policing

27:     Mr Colson announced that he had not attended the Community Policing evening as he was unable to confirm whether his attendance had been accepted. The Clerk was asked to obtain an information pack relating to the evening.
 

Any other Business:

28:     Gate – Top Eady’s Row. The Clerk informed the meeting that he had a received a telephone request from an Eady’s Row resident for a pedestrian gate at the top of Eady’s Row in order to slow down the cyclists who misuse the footpath. Councillors agreed that this was not feasible but the Clerk was requested to request the County Council to reinstate the no cycling sign at the top of the road near Highfield.

29:     Motocross. Mr Colson said that the he understood the Motocross track was being used on weekdays for “corporate events”. The Clerk was asked to refer the matter to ENC.

30:     Bollard on Village Green. Clerk reported that the bollard placed at the head of the small village green had been knocked out of the ground. Clerk was asked to enquire of the Police who had been responsible in order that cost of reinstatement could be claimed. Mrs Reid said she could advise of the procedure.

31:     The Clerk presented queries raised by Mr Sharples. The Agricultural store in Thrapston Road was till being used as a plumber’s store. Comment was made of the mud on the road near the new development in Mill Road. Lastly a number of granite sets had been overturned near the bottom of the Woodwell hill on the old A604. The Clerk was asked to refer these matters to ENC, William Davis and County Highways respectively.

 

 

 There being no other business the Chairman declared the meeting closed at 9.15pm.
