Minutes of a meeting of Woodford Parish Council held on 18th October 2005 in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm

Present:

Mr I Vaughan (Vice Chair), Mr S Clifton, Mr P Colson, Mrs A Fulcher, Mrs I Godden, Mrs S Hayman, Mrs E Reid, Mr D Sharples, Mr I Vaughan, Mr M Vaughan, Mr Whalley and Mrs Whalley.

Minutes of last meeting:

The minutes of the September Parish Council meeting having been circulated, were proposed by and seconded by .as a true record of the meeting. It was unanimously agreed that the Chairman sign them as such. 

Youth Forum Update:

1:          See Correspondence later.
 

Police Report:

2:    The Police were not in attendance.
 

Comments from Electors:

3:    No members of the electorate were present.

4:    Councillor Langley was not in attendance

5:    Councillor Hughes was not in attendance

Matters arising from the minutes:

6:    East Northamptonshire Local Government Committee. The Clerk’s letter to Mrs Ding (ENC) expressing concern over the ENLGC was read out. No reply had yet been received.

7:    Footpath Spraying. The Clerk reported that having spoken to ENC it was apparent that the spraying had been missed from the grounds maintenance contract.

8:    Electoral Arrangements. The Clerk’s letter objecting to changes to the Woodford Ward was read out. Concern was expressed that East Northants had forwarded both the status quo and the amended suggestion to the Electoral Commission

9:    Mill Road Development. East Northants Council had written informing that the developers had reviewed their offer for off site recreation provision and were now offering £25,000. Parish Councillors agreed to this sum providing that some form of inflationary safeguard was built in to the value, should it not be paid in the near future. Clerk to write to East Northants Council.

10:   Donation to St. Mary’s Church. A response concerning the amount of money spent on tree surgery had not been received. It was agreed to defer the matter to the next meeting.

11:   Daffodil Bulbs. The Clerk reported that daffodil bulbs had been purchased and a time was to be agreed for planting.

12:   Internal Audit. The Clerk’s letter of thanks to Mr L Essam for auditing the Council’s accounts was read out.
 

Planning Issues:

13:   Planning Committee Comments

a)     No plans had been reviewed since the previous meeting.

14:   East Northamptonshire Council Decisions

a)     Woodford Grange Barns Change of use to warehousing. Permitted

15:   New Planning Applications

a)     Application for dropped kerb at 32 Mill Road. Councillors had no objections to the kerb being dropped but concern over the length of the drop and also the potential for flooding with water from Mill Road if the gradient of the kerb is not at a proper angle.
 

New Correspondence:

16:   Youth Forum. Correspondence was to hand from the Youth Forum seeking a contribution towards a teambuilding day. Donations had already been received from other sources and it was proposed by Mrs Reid and seconded by Mrs Whalley that a donation of £30.00 be made to the overall cost of £132 on the grounds that the Parish Council had supported the setting up of the group and should make limited funds available.

17:   The Chairman asked that the following items of correspondence be circulated:

c)         Making representations applications under Licensing Act 2003

d)         ENC Councillor Information Circular

e)         Older Wiser East Northants

f)          Victim Support Annual Report

h)         Police Reducing alcohol related crime

i)           ENC Design for the Future – Aspirations

j)           Delivering Growth in East Northamptonshire

k)         NCC Household waste recycling centres

18:   Mrs Hayman proposed, Mrs Whalley seconded, and it was unanimously agreed that the above accounts be settled.

19:   External Audit. The Clerk reported that the external audit had now been completed and no irregularities were reported.
 

Recompensing Council’s internal Auditor

20:   It was unanimously agreed that Mr L Essam be sent a cheque to the value of £50.00 for once again providing an internal audit service together with a letter of thanks.
 

Playground Repairs

21:   Wicksteed Leisure had provided a quote totalling £15747.00 to replace all safety matting. It was agreed not to proceed at the present stage. The Clerk drew attention to the ongoing maintenance problems and Mr Colson offered to enquire whether Mr D Hackney was able to effect repairs. It was also requested that the local press was made aware of the persistent vandalism.
 

Any other Business:

22:   Footpaths near Grange Farm. Mr Sharples drew attention to the state of footpaths near Grange Farm Clerk to inform Drayton Estate and also Rights of Way team.

 

There being no other business the Chairman declared the meeting closed at 9.30pm.
