 Minutes of a meeting of Woodford Parish Council held on Tuesday 20th November 2007
in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm
 

Present:

Mr P Bird (chair), Mr P Colson, Mrs M Colson, Mrs S Hayman, Mr N Holben, Mr B Mearns, Mrs E Reid, Mr D Sharples and Mr M Vaughan.

Minutes of last meeting:

The minutes of the Parish Council meeting having been circulated, were proposed by Mr M Vaughan, seconded by Mrs Colson. It was unanimously agreed that the Chairman sign them as such.
 

Youth Forum Update:

1:         Mr Vaughan had no comments to make. Clerk informed him that he still had not received correspondence from the Youth Council in support of the Multi Use Games Area. M Vaughan to pursue. Additionally the Clerk reported that he had not received any information from the Playing Fields Committee. Mr Colson to follow up.
 

Police Report:

2:         A Police Officer was not present. The Clerk reported on Crime details for Woodford for the month of October. These were one theft of a motor vehicle and three “other” crimes. Total Crime for Woodford for the period of April to October – 1 burglary dwelling, 1 theft of motor vehicle, 3 thefts from moor vehicles, 23 other crimes totalling 28 incidents.
 

Comments from Electors:

3:         No members of the electorate were present.
 

Cllr Langley’s Comments:

4:         Cllr Langley said he was following up the need for a further dropped kerb in Rose Terrace, and would report further once and inspection had been made by the County Council.

5:         Cllr Langley suggested that he follow up a bid for funding for the MUGA with the County Council. – Clerk to forward details.
 

Cllr Hughes Comments:

6:         Cllr Hughes reported that East Northants Council had money available for youth projects but bids must be made by 11 December 2007.
 

Matters arising from the minutes:

7:         Accounts 2006/7. The external auditor had completed the audit of the Parish Council’s Accounts and had no matter to report. Those present unanimously approved and accepted the report.

8:         Spire Homes. The Clerk had written to Spire Homes regarding the hedges at 1 Highfield and also the tarmac area in front of the garages in West Street. No reply to date.

9:         Working Party – Insurance. Zurich Municipal had responded to the Clerk’s request for Insurance for “ad hoc” working parties. All equipment used by the group would need to be inspected by the Council and who would also need to express satisfaction that those using the equipment were competent. The level of the premium would depend on the number of persons, the hours worked and the duties performed.

10:     Dukes Arms Entertainment Licence. East Northants Council had responded by apologising for not consulting the Parish Council on the review of the Duke’s Arms Licence (Consultation period had ended prior to the October meeting when members of the Duke’s Arms had attended a Parish Council meeting). Additional terms on noise abatement and permitted times had been applied to the licence but these were open to appeal.
 

Planning Issues:

11:     Planning Committee Comments

a)           The Planning Committee had not commented on any plans since the last meeting.

12:     East Northamptonshire Council Decisions

a)           No decisions had been made by East Northants Council

13:     New Planning Applications

a)           36 Mill Road - Single storey side / rear extension. EN/07/02000/FUL No Objection

14:     Other Planning Matters

a)           None
 

New Correspondence:

15:     Verge Cutting 2008. WS Atkins had written on behalf of the County Council regarding the cutting of village verges. A contribution of £457.69 would be made to the Council should the responsibility be taken. Mrs Reed proposed and Mr Colson seconded that the Parish Council should continue to cut the verges within the 30mph zone. Clerk to organise.

16:     The Chairman asked that the following items of correspondence be circulated:

a)          Out and about in East Northants

b)        County Council Direct Payments information

c)         New Code of Conduct Information

d)        ENC Council Minutes

e)         Winter Salting Network information
 

Donation to the Royal British Legion Poppy Appeal

17:     Donation – Royal British Legion. Mrs Colson proposed that £80.00 be donated to the Royal British Legion. This was seconded by Mr Sharples and agreed by those present.
 

Donation – St Mary’s Church

18:     Donation - Upkeep of Churchyard. Councillors reviewed the figures supplied by the church acknowledging that the Council is able to support the primary graveyard in the village. Councillors were surprised at the cost of maintaining the area, when compared to the cost of maintaining the village greens / or verges in Woodford. Mrs Reid proposed, seconded by Mr Holben that a donation of £300 be made. Unanimously agreed. Clerk asked to point out the costs incurred by the Council for grass maintenance and the relative areas of land concerned.

19:     Mr Colson proposed, Mr M Vaughan seconded, and it was unanimously agreed that the above accounts be settled.

 

Replacement No Parking Sign on Village Green

20:     The Clerk reported that the no parking sign on the Addington Road corner of the village green had been damaged beyond repair. Councillors agreed that the clerk order a replacement sign so long as it was reasonable cost. The sign should also include text requesting “No Ball Games”
 

Any other Business:

21:     War Memorial. Mr I Vaughan had pointed out to the Clerk that the War Memorial needed some pointing to the stonework. Councillors agreed this should be carried out in the spring.

22:     Parking in the road to Club and in Village generally. A number of parking problems were raised including the private road to the Working Men’s Club, High Street / Mill Rd junction, Club Lane and Church Street junction and in the High Street opposite Newtown entrance. Clerk to pursue with the relevant authorities.

23:     Car Addington Road. A car had been rolled into the ditch / watercourse in Addington Road. Clerk to report to East Northants Council as oil was now leaking from the vehicle.

24:     Street Lighting. A number of streetlights were reported as being defective in Highfield and Baker’s Lane. Clerk to request maintenance visit from ABB.
 

There being no other business the Chairman declared the meeting closed at 9.00pm.
