 Minutes of a meeting of Woodford Parish Council held on Tuesday 15th November 2005 in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm 

Present:

Minutes of last meeting:

The minutes of the October Parish Council meeting having been circulated, were proposed by Mrs Hayman, as a true record of the meeting. It was unanimously agreed that the Chairman sign them as such.
 

Youth Forum Update:

1:         Mr M Vaughan reported that the forum had organised football training once per week until Christmas. Six persons attended first week and 9 had attended the second week.

2:         The team building event at Grendon had not taken place and consequently the Youth Forum had agreed to refund the donation made in support of the venture.
 

Police Report:

3:         WPC Bayes –Griffith was in attendance and spoke of the reduction of crime over the first six months of this year compared to the same period in the previous year.

4:         The Police were actively trying to monitor the misuse of public rights of way by illegally ridden motorcycles and quad bikes. Anyone caught by the off road team would be likely to receive a Section 59 notice which could ultimately result in the confiscation of the vehicle.

5:         Councillors commented that the playground area was an area frequently targeted for vandalism and it was suggested that the area be monitored closely. If the problem persisted then it may be possible to have some form of video surveillance installed.
 

Comments from Electors:

6:         No members of the electorate were present.

Matters arising from the minutes:

9:         Mill Road Development. ENC had responded that the funding for the off site playground would be linked to the life of the planning permission which expires in July 2006. The value of such an agreement would need to be renegotiated after that date.

10:     Churchyard Maintenance. The PCC had responded that following the “five yearly inspection” of the premises certain trees were required to be pruned hence this additional one off amount. Those present agreed, after taking into account the Council’s own budget, to make a donation of £300.

 

Planning Issues:

11:     Planning Committee Comments

a)         No plans had been considered since the previous meeting.

12:     East Northamptonshire Council Decisions

a)         32 Mill Road Dropped kerb – Permission Granted

13:     New Planning Applications

a)         2 Eady’s Row. Addition of front porch. No objections

 

New Correspondence:

14:     Precept 2006/2007. East Northants Council had provided forms for claiming the next financial year’s precept. Clerk to provide draft figures for discussion at the next meeting.

15:     North Northamptonshire Expansion Plan. Various seminars were to be held in the Kettering, Wellingborough and Corby areas with regard to the expansion of housing provision in the area.

16:     Verge Cutting 2006. WS Atkins had written seeking confirmation of the Council’s intentions for maintenance of the verges within the village for next summer. It was agreed to discuss at the next meeting as part of the discussion relating to the budget setting.

17:     Community Support Officers. A letter from Phil Hope indicated that the Police would be increasing the use of CSOs but they would only work in support of Police Officer and would not be working unaccompanied.

18:     Community Safety Forum. The next meeting of the Community Safety Forum would be held in Raunds Saxon Hall on 5th December at 7.30pm

19:     Bus Service Thrapston to Oundle. A new bus service had been introduced between Thrapston and Peterborough also calling at Titchmarsh (daily three times), further information Peterborough Stagecoach.

20:     The Chairman asked that the following items of correspondence be circulated:

21:     Mrs Hayman proposed, Mr Sharples seconded, and it was unanimously agreed that the above accounts be settled.

 

Any other Business:

22:     The Moorings. Street Sign at the top of the Moorings had one leg missing. Clerk to report to ENC.

23:     Thrapston Road Sign. The Fence to which Thrapston Road Sign was affixed between numbers 2 and 4 Thrapston Road has been damaged.

24:     Footpaths  / Bridleway to Railway line. Some of the gates providing access to the railway line were reported as being locked. It was understood that some of the measures taken at each end of the bridges over the river to prevent the route being used by off road vehicles was now preventing some pedestrians from doing so.

25:     Private Road near school. Mrs Hayman said that she had been approached by residents in the lane around the back of the High Street near the School regarding the general degradation of the surface by the number of vehicles using it at present due to the building work taking place around that area. Clerk was asked to write to Mr Clipston informing that as the road was private the Parish Council had no legal powers to become involved however, it may be worth speaking to the Planning Authority and in particular the Enforcement Officer.

26:     Telephone Box. Mrs Hayman drew attention to the faded paintwork on the telephone box. The Clerk agreed to investigate when it was last painted and refer to BT again if another coat of paint was now due.

27:     Henry Coales Memorial Seat. Mr Colson mentioned that the Henry Coales Seat was still in the safekeeping of Mr Kidman, but the family had asked whether it could be relocated into the Church yard. Those present agreed that this would be a good idea, and that the Clerk should make enquiries of the church to see if this would be acceptable, and if so the Council would pay the repair and relocation costs.

28:     Street Lamps High Street. The street lamps between Sunnyside and Mill Road were not working. The Clerk reported that these had been reported to ABB Maintenance as had the lamp in Mill Road near the Paddock.

There being no other business the Chairman declared the meeting closed at 9.25pm
