 Minutes of a meeting of Woodford Parish Council held on Tuesday 21st March 2006
in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm

Present:

Mr P Bird (chair), Mr P Colson, Mrs E Reid, Mr I Vaughan, Mr M Vaughan Mr B Whalley and Mr D Woods.

Mr Clifton, Mrs Fulcher, Mrs Hayman, Mr Sharples, Mrs Whalley

Minutes of last meeting:

The minutes of the Parish Council meeting having been circulated, were proposed by Mr Woods, seconded by Mr I Vaughan, and agreed as a true record by those present. It was unanimously agreed that the Chairman sign them as such. 

Youth Forum Update:

1:         Mr Vaughan had no comments. 
 

Police Report:

2:         A Police Officer was not present
 

Comments from Electors:

3:         No members of the electorate were present.

Cllr Langley’s Comments:

4:         Cllr Langley was not present

Cllr Hughes Comments:

5:         Cllr Hughes was not present

Matters arising from the minutes:

6:         Dog Fouling – Highfield. ENC had responded informing that they would monitor the area. Requesting that all instances of dog fouling should be reported to the dog warden as soon as possible. Clerk requested to copy the letter to relevant parties who had contacted the Parish Council.

7:         Stockman’s cottage – Glebe Farm. The Clerk reported he had emailed the agents, that Parish Councillors would not become involved in negotiations regarding a planning application for such a building.

8:         Telephone kiosk. BT has acknowledged that the telephone box on the green needs repainting and it has been included in this summer’s work schedule.

9:         Motorcycles – The Shrubbery. Motorcyclists have damaged fences and stiles in the Shrubbery along the route between The Leys and the brook (Plantation). Clerk reported that the Police and Drayton Estate were aware.

10:     Alledge Bridge. Alledge Bridge had been reopened, ahead of schedule and the Clerk was asked to convey congratulations to WS Atkins for the speed the work had been carried out. However concern was expressed at the lack of delineation between the central verge and the road on the Woodford side of the brook and it was agreed that a request for reflector posts be made.

11:     Verge Cutting. The first verge cut of the season had taken place.

12:     Club Lane. The Clerk’s letter to WS Atkins was read out with regards to Club Lane becoming one way – no responses as yet.

13:     Dukes Arms. The Clerk had spoken to ENC but the discussions were inconclusive and the matter remains ongoing.

14:     Henry Coales Seat. The PCC had now agreed to the locating of the seat in the Church Yard to the east side of the south door. Clerk to organise.

 

Planning Issues:

15:     Planning Committee Comments

a)           The Planning Committee had not commented on any plans since the last meeting.

16:     East Northamptonshire Council Decisions

a)           No decisions had been made by East Northants Council

17:     New Planning Applications

a)           24 Church Street. Side extension and Garage. No Objection.

18:     Other Planning Matters

a)           Manor House Farm, Addington Rd. Barn Conversion – Withdrawn.

New Correspondence:

19:     Mobile Library. The Mobile Library would, from April, visit once every three weeks (instead of fortnightly). Stopping times would be unchanged.

20:     Land Registry. The Land Registry had written advising that they were seeking to get all publicly owned land registered by 2010. Councillors agreed to pursue this matter and the Clerk was asked to find out further details.

21:     Boundary Committee for England. Correspondence from the Boundary Committee was to hand and they were advising that the boundaries for the Woodford / Great Addington / Little Addington Ward re main unchanged. It was agreed that the Clerk respond voicing the Councils agreement.

22:     CPRE. The Campaign for the Preservation of Rural England is to hold a meeting at Cranford to discuss the housing expansion plans for this area. The meeting will take place on 25th April at Cranford.

23:     Playing Field Maintenance. The Working Men’s Club had written asking what had happened to the grant originally paid by the Parish Council to the Working Men’s Club for the upkeep of the field, citing that when the Parish Council had stopped paying the sum it would be paid by the school. Clerk to investigate and respond but it was understood the grant no longer existed.

24:     The Chairman asked that the following items of correspondence be circulated:

a)         STOP Newsletter

b)        Various ENC reports and minutes

25:     Mrs Reid proposed, Mr I Vaughan seconded, and it was unanimously agreed that the above accounts be settled.

 

Use of Village Green:

26:     A request had been received from the PCC for the use of the main village greens for the Fete in July. This was agreed. Additionally a request to use Back Green for overflow parking for a wedding in early July (Resident 1 Church St) was agreed. Clerk to write to appropriate persons.
 

Use of Playing Fields:

27:     The Clerk reported that he had received two complaints within the previous month by persons who had been told that they were not allowed to play football on the Recreation Field, hence the reason they played on the village green. Parish Councillors requested that the Clerk write to the Working Men’s Club to clarify the position, and also write an article for the Parish Newsletter. Mr Colson requested that Mr Perkins also be requested to arrange a Playing Fields Committee meeting.
 

Any other Business:

28:     New Bus Stop signs. Mr Woods said that whilst he understood the need for the new bus stop signs he was of the opinion that they were not conducive to a rural setting. It was agreed that the Clerk write to the County Council expressing our displeasure.

 

 

There being no other business the Chairman declared the meeting closed at 8.55pm.
