Minutes of a meeting of Woodford Parish Council held on Tuesday 21st June in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm

Present:

Mr P Bird (chair), Mr P Colson, Mrs I Godden, Mrs S Hayman, Mr D Sharples, Mr I Vaughan, Mr M Vaughan, and Mr D Woods

Minutes of last meeting:

The minutes of the Annual Parish Meeting and the May Parish Council meeting having been circulated, were proposed and unanimously agreed as a true record of the meeting. The Chairman signed them as such. 

Police Report:

1:      No Police were in attendance.
 

Comments from Electors:

2:      No members of the electorate were present.
 

Cllr Langley’s Comments:

3:     Cllr Langley drew attention to the work of the East Northants Joint Committee (comprising NCC and ENC councillors) which addresses local issues. He also drew attention to the work of the “Street Doctor”. Cllr Langley also intends to visit all the schools in his electoral division.
 

Cllr Hughes Comments:

4:      Cllr Hughes was not present.
 

Matters arising from the minutes:

5:      Drayton Estate. Drayton Estate had clarified the area of land included in the lease of the village green includes the land up the side of the High Street to the school drive. The response also mentioned that the estate welcomes the fact that the area is used by the fair.

6:      Motor Bikes. Drayton Estate had proposed a meeting at 6.00pm on 1 July meeting at the Warren gate in order to discuss the illegal use of the field and shrubbery by motorcyclists and also the illegal; use of firearms in the Shrubbery, (no permission has been awarded to anyone to shoot in the Shrubbery).

7:      Kebab Van. The Clerk’s letter to East Northants Council regarding the Kebab Van which parks regularly on the forecourt of the Prince of Wales was read out. No response had been received.

8:      Playground Development. The Clerk’s letter to East Northants Council re funding in lieu of playground equipment on the new development in Mill Road requesting that the amount be reviewed was read out. An acknowledgement had been received informing that the letter had been passed on to the developer.

9:      Street Lamps. ABB had provided quotes to install new lamps in Rose Terrace (to rear of Infant School), outside 12 The Leys, Bakers Lane just above Scout Hut. It was unanimously agreed that the Clerk was asked to request permission from the land owner for the latter, and once received place and order for the upgrading of these lamps at a total cost of £1,639.50.

10:  Access Road to Club. Spire Homes had responded informing they would be looking to residential and users of the road to the club for funding for any repairs. It was agreed to send a copy to of the letter to the Working Men’s Club.

11:  Temperance Hall. Mr Sharples proffered thanks to those who had taken steps to board up the Temperance Hall.
 

Planning Issues:

12:     Planning Committee Comments

a)         No planning applications had been received since the May Parish Council Meeting

13:     East Northamptonshire Council Decisions

a)         Grange Farm -  Conversion of outbuildings to Annex - Permitted

b)        27 Rose Terrace – Reposition of Access Ramp and additional parking - Permitted

14:     New Planning Applications

a)         3 Rose Paddock Resubmission of Loft Conversion. Councillors agreed that the previous comments submitted regarding single storey dwellings on this site should be re-submitted
 

New Correspondence:

15:     Cultural Community Partnership. The CCP had written regarding sports sessions being organised in the Summer School Holidays. It appeared to be unsuitable for Woodford as indoor accommodation was required should there be inclement weather.

16:     Rural Development Plan. ENC. Further details of future development of Woodford had been sent to the Parish Council for comment. Due to the complexity of the document it was agreed that the document be copied to each councillor and be discussed at the next meeting.

17:     ENC Residential Land availability. East Northants had sent a plan of the village showing the outstanding development sites, i.e. sites where either outline or full planning permission had been granted but not instigated.

18:     Defra. Correspondence from Defra confirmed that Parish Councils could now issue fixed penalty notices under the Clean Neighbourhoods and Environment Act. Fixed penalty notices could be issued with respect to litter, fly-posting, graffiti and dog offence. Clerk to retain on file.

19:     Community Safety Forum. The next Community Safety Forum was due to be held at Higham Ferrers on 29th June at 7.30pm.

20:     BT Telephone Box. In line with the latest directive from Ofcom, British Telecom had written to consult with the Parish Council as to whether the Telephone Box on the village green should be altered to a phone-card only box or be removed due to low usage. The Parish Council was dismayed at this suggestion, and suggested that the box should be coin and card, only accepting the card option if the only other option was to have it removed.

21:     Removal Recycling Banks. ENC had written confirming that the existing recycling banks would be removed week commencing 27 June. The new recycling scheme involving collection from each house would commence on 1 August 2005.

22:     Woodford Working Men’s Club. A copy of the Club’s application for a revised licence under the Licensing Act 2003 had been received from the WMC. The contents were noted and no objections arose.

23:     Transfer Justices Licence – The White Horse. A copy of the application for the transfer of the justices Licence was to hand. Clerk to acknowledge.

24:     The Chairman asked that the following items of correspondence be circulated:

a)         MP’s Surgery Dates

b)        Options for North Northamptonshire (Planning)

25:     Mr Colson proposed, Mrs Hayman seconded, and it was unanimously agreed that the above accounts be settled.
 

Youth Forum Update:

26:     Mr Vaughan reported that at the last youth forum meeting 8 persons had attended (previous meeting 7). It was now evident that there were several “pots of cash” available but to access these funds a bank account would be required. It was suggested that the signatories should include at least one / preferably two Parish Councillors. Mr Vaughan also sought permission from the Council for future reports to be made by a member of the youth group / panel. The youth panel also now had their own secretary.
 

Appointment of Internal Auditor:

27:     It was suggested and agreed that Mr Lionel Essam be approached again to carry out the procedure.
 

Risk Assessment:

28:     The Clerk produced a draft Risk Assessment document identifying risks that the Council would need to address over forthcoming months. Some of the risks identified had already been investigated. Subject to the addition of the War Memorial, Village Green and Playing Fields Mrs Hayman proposed and Mrs Godden Seconded that the document be adopted. This was unanimously agreed.
 

Woodford Feast:

29:     A leaflet for all houses had once again been produced advertising the forthcoming Thrapston Town Band Concert. This would be held weather permitting outside the Working Men’s Club. The chairman thanked those concerned.
 

Any other Business:

30:     Henry Coales Memorial seat. Mr Colson informed the meeting that the seat was still in the safekeeping of Mr K Kidman. The seat was in need of minor repair. It could then be re-sited. The Clerk was authorised to effect repairs and liaise with Mr Kidman regarding the siting of the seat

31:     Woodford Rally. Mr P Colson said that there would be a vintage vehicle Rally held on the playing fields on 9th and 10th July once again with proceeds going to local charities. The area would be fenced of late in the week prior to the weekend, but the public footpath would remain open. As a member of the Playing Fields Committee he would be liaising with the event co-ordinators.

32:     Funeral of late Rev Stobart dec’d. The PCC had asked whether the Parish Council would have any objections to Back Green being used as a temporary car park for the funeral of the late Rector. No Objections were raised.

33:     Green for Fete. The Church had asked whether there would be any objections to the use of the village green for the Church Fete on 9th July. No Objections.

34:     1 Whittlesea Terrace. The Clerk mentioned that the high wooden fence at 1 Whittlesea Terrace had been slightly lowered.

 

There being no other business the Chairman declared the meeting closed at 9.55pm.
