 Minutes of a meeting of Woodford Parish Council held on Tuesday 17th July 2007
 in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm
 

Present:

Mr P Bird (chair), Miss L Blanchard, Mr S Clifton, Mr P Colson, Mrs M Colson, Mrs S Hayman, Mr N Holben, Mr B Mearns, Mrs E Reid, Mr D Sharples, Mr I Vaughan, Mr M Vaughan and Mr D Woods.

Signing of Declaration of Office

Miss Blanchard, Mrs Colson and Mr Holben signed their Declarations of Office.

Minutes of last meeting:

The minutes of the Parish Council meeting having been circulated, were unanimously agreed as a true record by those present. It was unanimously agreed that the Chairman sign them as such.  

Police Report:

1:         A Police Officer was not present. The Clerk was asked to write to CS D Smith expressing dissatisfaction with regard to the high turnover of PCSO’s in this area.
 

Comments from Electors:

2:         No members of the electorate were present.

3:         Cllr Langley was not present

Cllr Hughes Comments:

4:         Cllr Hughes reported that ENC had set aside more money for community grants. He also reported that the “Brigstock Camp” Appeal had been allowed.
 

Matters arising from the minutes:

5:         Land off Rose Terrace. Mr Orlebar had replied to the Council’s letter informing that he had referred the matter of the land to his Solicitor.

6:         Overgrown Hedge.  Highfield. This had now been pruned

7:         Blocked Footpath. Ringstead Mill. This blockage had now been cleared.

 

Planning Issues:

8:         Planning Committee Comments

a)           The Planning Committee had not commented on any plans since the last meeting.

9:East Northamptonshire Council Decisions

a)           Allotment 12, Thrapston Road. Change of Use from Agricultural Store to General Store. Refused. Due to loss of recreational facility (allotment) and poor highway access. A copy of a letter to the owner was also to hand requesting that the owner removes equipment from store at earliest opportunity.

10:     New Planning Applications

a)           Wold Lodge, Cranford Road - Change of use to commercial vehicle storage. (07/01099/FUL). No Objection as site was already used commercially.

b)           19 High Street - two storey rear extension (07/01257/FUL). No Objection.

c)           36 Mill Rd - single storey side and rear extension. (07/01281/FUL) No Objection.

d)           Rear of 76 High Street – Erection of Stables (07/00841/FUL). No Objection to construction but attention to be drawn to fact that applicant only has right of ownership over land to rear of High Street, not ownership.

11:     Other Planning Matters

a)           Three Storey Country Hotel Addington Road Ringstead, (Woodford Parish). The Appeal had been dismissed. Due to contravention of local planning policy and significant impact on landscape.

 

New Correspondence:

12:     Review of Polling Stations. East Northants Council were carrying out a review of Polling Stations. Clerk to respond that Woodford had no known issues with Polling Station location.

13:     Local View Website. A new website comprising a local mapping system was now available. This site would enable local points of interest be added, faults reporting etc. www.east-northamptonshire.gov.uk/localview.

14:     Temporary Road Closure. Bridge repairs at Ringstead would cause the bridge, and consequently the road to be closed for one day (31st July 2007).

15:     Decriminalisation of Parking. ENC who were now responsible for parking enforcement through their contractor NCP Services had written asking for details of frequent infringements in Woodford. Clerk to respond, listing High Street, Whittlesey Terrace and area outside of the school. Additionally most junctions in the village.

16:     The Chairman asked that the following items of correspondence be circulated:

a)         NCC Minutes

b)        ENC Minutes

c)         NCC Accounts

d)        ENC Reports

17:     Mr Woods proposed, Mrs Hayman seconded, and it was unanimously agreed that the above accounts be settled.
Note: Cheque 1445 represents a payment under S137 of the Local Government Act 1972.

 

2006/07 Accounts

18:     The accounts for the previous financial year had been audited, and no matters were drawn to the attention of the Council. The Accounts having been circulated to Councillors, together with the annual return were approved unanimously.

19:     The Chairman read through the Annual Governance Statement statements and Councillors agreed that all should be answered in the affirmative with the exception of the question regarding sole trusteeship of a charity or trust fund which was not applicable.
 

Playground Enhancements

20:     The Clerk presented quotations from various companies regarding the new Multi Use Games Area and upgraded safety matting. It was agreed that the Clerk seek grants totalling £30,000 to support the Council’s investment. Mr Vaughan reported that the Youth Council would try to raise up to £500 as part of the project.
 

Any other Business:

21:     Dog Bin – Mill Rd. This bin had been removed again due to the relocation of the gas reduction valve. The Clerk reported that he had been approached by a dog walker requesting a further bin at the “top” end of Mill Rd. Councillors discussed the matter and decide that the bin should not be relocated but reaffixed close to its present position. Additionally a further bin in Mill Rd would not be considered at present

22:     Parasol outside Prince of Wales. It was reported that whilst the parasol was located on private land, when erected, it obscured the school traffic sign. Clerk to follow up with ENC and NCC.

23:     Trees in the Shrubbery. The Clerk reported that several trees had been cut in the Shrubbery below the power lines and the debris left where it fell. Mr Colson said he understood this was now considered normal practise.

24:     Cars parked near school. The Clerk reported that there had been a vehicle accident near the school at a weekend, and whilst there was probably some driver error involved, the number of cars parked in the vicinity, adjacent to, and on the yellow “zigzag lines” were obviously a contributing factor. It was agreed that the Clerk contact Drayton Estate and ENC to seek views about the improvement to this street scene.

25:     Vehicle Rally. Mr Colson reported that the vintage vehicle rally had been a success. Mr M Vaughan reported he had been assaulted by a representative of the Rally committee and sought some redress from the Playing Field committee. The Chairman informed the meeting that this was a matter that must be dealt with by the Police.

 

           

 

There being no other business the Chairman declared the meeting closed at 9.15 pm.
