Minutes of a meeting of Woodford Parish Council held on 19th July 2005 in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm 

Present:

Mr P Bird (chair), Mr S Clifton, Mrs I Godden, Mrs S Hayman, Mrs E Reid, Mr D Sharples, Mr I Vaughan, Mr M Vaughan, Mr Whalley, Mrs Whalley and Mr D Woods

Minutes of last meeting:

The minutes of the June Parish Council meeting having been circulated, were proposed by Mrs Reid and seconded by Mr I Vaughan as a true record of the meeting. It was unanimously agreed that the Chairman sign them as such.
 

Youth Forum Update:

1:         Mr M Vaughan informed the Council that the number of youths attending had increased once again, the latest meeting attracting 12 persons. A list of rules for the group had been drawn up. Mr Vaughan sought part funding for a first aid course (50% of the funding had been obtained form Spire Homes). It was agreed that all other sources be approached as this was not necessarily a legitimate use of Parish Funds
 

Police Report:

2:         The Police were not present. Councillors asked that the Clerk write to the police requesting reasons for non attendance, and lack of reports.
 

Comments from Electors:

3:         No members of the electorate were present.
 

Cllr Langley’s Comments:

4:         Cllr Langley had sent his apologies, but the clerk reported that Cllr Langley had met with W S Atkins and discussed the overgrown verges in Thrapston Road and the matter was now being pursued by Mrs Margaret Andrews who was the new contact.

Matters arising from the minutes:

6:         Visit of the Thurston’s Fair. Several Parish Councillors commented upon the visit of the fair expressing delight at the way the green had been cleared up after the fair had left. Additionally, it was also noted that the variety of the attractions were much better than last year and it was agreed that the Clerk write to Mr Bugg and thank him on behalf of the village and Parish Council.

7:         New Street lamps. The Clerk confirmed that he prices quoted in the letter from ABB were for each lamp.

8:         BT Telephone Box. The Clerk had written to BT objecting to Ofcom’s latest directive seeking to remove “cash telephones” and replace them with cashless phones (phonecard only telephones).

9:         Lamp adjacent to Scout hut Bakers Lane. The Clerk had written to the landowner seeking his permission for access in order that the lamp can be upgraded.

10:     Motorcycles in the Warren and Shrubbery. The meeting between Drayton estate and the Parish Council has been postponed. However, Drayton Estate had written requesting the Parish Council’s support in trying to stop motorcyclists using the warren field, suggesting various authorities the Council could write to. The Clerk had already responded stating that many had already been contacted. Mr Sharples informed the meeting that there was evidence of drug taking in the Shrubbery and Mrs Hayman informed that a gate and stile had been damaged. There was also evidence of fires being lit. Mr Bird reported that several groups of people were now turning up on a regular basis, even bringing motorcycles on trailers. It was agreed that the clerk write a series of letters again, explaining the concerns of the Council to East Northants Council, Police and the County Council and copy them to Drayton Estate. In addition to Drayton Estates request for support the Estate also informed the Parish Council that they intended to lock the gate at the end Church Street, as there was no bridleway from the east end of Church Street so the kissing gate would be sufficient to meet the needs of walkers.

11:     Mill Road Development. An acknowledgement from the developers was to hand noting the Council’s request that the amount of funding to be devolved to the Council be reconsidered
 

Planning Issues:

12:     Planning Committee Comments

a)           No plans had been received for comment since the previous meeting

13:     East Northamptonshire Council Decisions

a)            Daventry Farm Demolition of some farm buildings and the erection of seven dwellings Permission granted.

14:     New Planning Applications

a)           No new planning applications were to hand
 

New Correspondence:

15:     Green Waste Collection Service. East Northants had written confirming that the Green Waste Collection Service would cease from 1 August when the new waste collection service commenced.

16:     Electoral Boundary Committee for England. The Boundary committee had written confirming that the electoral arrangements for East Northants were being reviewed. Any comments to be submitted by 3 October

17:     Northamptonshire County Council. The County Council circulated a questionnaire requesting the Parish Council views on County priorities. Clerk to complete where possible in line with the Council’s views.

18:     White Horse License Application. An application under the new licensing laws was to hand for the White Horse. The major amendment being an extension to drinking hours from 23.00hrs to 23.30hrs. No comments were made by Councillors.

19:     The Chairman asked that the following items of correspondence be circulated:

b)        ENC Wind Farm Policy

c)         ENC Councillor Information Circular

d)        River Nene Catchment Flood Management lan

e)         Boundary Committee information

20:     Mr Woods proposed, Mr I Vaughan seconded, and it was unanimously agreed that the above accounts be settled.

21:     (Note: Cheque for Thrapston Town Band was agreed at para 23 (below) and signed at close of meeting.
 

Future Development of Woodford:

22:     A further Discussion Document was to hand regarding the future development of Woodford. The document explained that of the 9400 houses required to meet the demands Milton Keynes and South Midlands Sub-Regional Strategy Document for housing development between 2001 and 2021 all but 2822 had been allocated. Councillors agreed unanimously once again that Woodford did not need and could not support any further major growth until the high Street infrastructure had been greatly improved.. Councillors then provided a series of answers to the questions raised within the document. I.e. that open spaces were important to the character of a village, and they could be used for village wide events. Of the aspirational sites listed for the village the Council felt that none were required at present, and until the village infrastructure was improved the village should not be developed further. Any traveller sites should be properly managed (wherever located) but should not be located adjacent to small communities where conflicts could arise. Development of farmsteads should ideally be restricted to the conversions of the existing buildings or redevelopment of a site containing derelict buildings within the footprint of those buildings.
 

Donation to Thrapston Town Band

Declaration of Interest

23:     It was reported that an increased number of villagers attended the concert by the Thrapston Town Band, and that the band should be invited to play once again next year. Mrs Whalley proposed and Mr Clifton seconded a proposal to donate £60.00 to the band in recognition of their attendance. (Mr I Vaughan, being a member of the band, declared a non prejudicial interest).

24:      There was no further business

 

There being no other business the Chairman declared the meeting closed at 9.00pm.
