 Minutes of a meeting of Woodford Parish Council held on Tuesday 16th January 2007
in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm
 

Present:

Mr P Bird (chair), Mr S Clifton, Mr P Colson, Mrs S Hayman, Mrs E Reid, Mr D Sharples, Mr I Vaughan and Mr M Vaughan

Mr D Woods, Cllr Hughes
 

Minutes of last meeting:

The minutes of the Parish Council meeting having been circulated, were proposed by Mr Clifton, seconded by Mrs Hayman, and agreed as a true record by those present. It was unanimously agreed that the Chairman sign them as such.
 

Youth Forum Update:

1:         Mr Vaughan was meeting with ENC and Spire homes within the following week to discuss various grant options.

Police Report:

2:         A Police Officer was not present
 

Comments from Electors:

3:         No members of the electorate were present however the Clerk informed the meeting that Crime for the present financial year (to end of December) totalled 23 incidents - 2 in December.
 

Cllr Langley’s Comments:

4:         Cllr Langley was not present

Cllr Hughes Comments:

5:         Cllr Hughes was not present

Matters arising from the minutes:

6:         Trees in the High Street. The Clerk’s letter to Drayton Estate regarding the pruning of the trees in the High Street was read out. No reply

7:         Phil Hope MP. The Clerk had written to the MP regarding comments made regarding Police funding and seeking further clarification. No reply.

8:         Police attendance. Inspector D Smith. The Clerk’s letter to Inspector Dean Smith inviting him to a Parish Council Meeting was read out. No reply

9:         Northants Police. Inspector A Thomason had replied regarding the Parish Council’s comments regarding PC Support Officers. A PCSO from Thrapston had been in touch with the Clerk informing that he would be visiting Woodford.
A belated vote of thanks was given to Mr Colson and Mrs Reid for attending the meeting at Wooton Hall in November.

10:     Thrapston Road. Mr Colson reported that water was seeping from the new drain as it had yet to be connected to the existing services.
 

Planning Issues:

11:     Planning Committee Comments

a)           The Planning Committee had not commented on any plans since the last meeting.

12:     East Northamptonshire Council Decisions

a)           Land adjacent to 11 The Leys. Single Dwelling Approved.

b)           Land adjacent to 3A DeCapel Close (Club Lane) Dwelling Refused.

13:     New Planning Applications

a)           River View, Addington Rd. Conversion of outbuildings. No objections were raised to conversion subject to restrictions being applied to stop building becoming a separate dwelling.

14:     Other Planning Matters

a)           Land adj. to 20 Rose Terrace - demolition of garages and construction of a Bungalow – Withdrawn

b)           Land adj. 12 The Leys - demolition of garages and construction of three dwellings – Withdrawn.
 

New Correspondence:

15:     Woodford Feast.  Mr Bugg had written to the Council informing the fair would like to attend between 9th July and 16th July and would open Wednesday – Saturday evenings of Feast Week.

16:     Children’s Playground. Wicksteed Leisure had written offering their Inspection service. Those present agreed that an unaccompanied inspection take place.

17:     Litter Picking Rose Terrace. A resident from Rose Terrace had complained about the amount of litter in the vicinity. The Clerk informed the meeting that he had already spoken to the Litter Picker.

18:     The Chairman asked that the following items of correspondence be circulated:

a)          NCC Minutes and Reports

b)        ENC Minutes and Reports

c)         Community Safety Forum Minutes

d)        Older Wiser East Northants Minutes

e)         Raunds Development Plan

19:     Mr Colson proposed, Mrs Reid seconded, and it those present unanimously agreed that the above accounts be settled.
 

Playground Fence

20:     The future of the playground fence was once again discussed. Mr Sharples suggested that the wooden structure was fairly sound although need minor repairs and that it may be worth removing the metal mesh from the high-level fence at the rear and using it along the road side. It was agreed that the Clerk should obtain a quote for the work
 

Any other Business:

21:     Wooden Bollard. The Clerk reported that one of the wooden bollards at the bottom of the green had been damaged. Agreed that it should be removed and be replaced long term with a metal bollard.

22:     Use of the Green. Goal posts continued to be erected on the village green and games of football ensued. The Clerk informed the meeting the children did not attend Woodford Primary School so it was not appropriate to try and contact the relevant parents via that route. It was agreed that signs be affixed around the green requesting no ball games be played on the surface without permission of the Parish Council and the Clerk was also asked to contact the Legal Department of ENC Council to find out how to introduce by-laws preventing the continued misuse of the green.

23:     Car Parking on Village Green. The Chairman reported he had been approached by a High Street resident complaining that a number of cars in transit were often parked around the village green. He had suggested to the complainant that if any of the vehicle were untaxed then the Police be informed

24:     Low Flying Aircraft. Mr Woods had forwarded a copy of a complaint he had lodged regarding the low flying aircraft which had been over flying the village at night.

25:     Verge – Rose Terrace. Attention was drawn to a verge in Rose Terrace which appeared to have been claimed by a local resident who had erected posts and chains (South of the Chapel)  

There being no other business the Chairman declared the meeting closed at 8.50pm.
