Minutes of a meeting of Woodford Parish Council held on Tuesday 15th January 2008
in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm

Present:

Mr P Bird (chair), Miss L Blanchard, Mr P Colson, Mrs M Colson, Mrs S Hayman, Mr N Holben, Mr B Mearns,  Mr D Sharples, Mr I Vaughan, Mr M Vaughan and Mr D Woods.

Minutes of last meeting:

The minutes of the Parish Council meeting having been circulated, were proposed by Mrs Colson, seconded by Mr Colson, and agreed as a true record by those present. It was unanimously agreed that the Chairman sign them as such.

Youth Forum Update:

1:         The Clerk reported that a donation of £200 for the Youth Panel from Spire Homes had been received. Mr Vaughan asked that the sum be retained in the Parish Council Accounts until the youth panel is re-launched.
 

Police Report:

2:         A Police Officer was not present. The Clerk reported that he had not received the latest Crime Figures but understood there had been a number of burglaries and thefts during the previous four weeks.

Crime figures received after meeting for December were 2 Burglary, 1 Theft from a motor vehicle and 1 other crime.
 

Comments from Electors:

3:         No members of the electorate were present.

Matters arising from the minutes:

6:         Public Lamp Highfield. Clerk reported that the Lamp requiring replacement in Highfield was in fact the lamp near the playground and accordingly had written to ABB regarding a better lamp less susceptible to damage. The Clerk had also written to Mrs Leggett who had reported that the lamp had been hit by a vehicle to find out whether there were any further details about the vehicle involved.

7:         Bid for Playground Funding. A bid to Wren had now been submitted. An initial response would be received towards the end of February with a final decision in March.

8:         Garages in West Street. Spire Homes and acknowledged the Clerks letter regarding the overgrown hedges in Highfield and the state of the tarmac in front of the West Street garages.

9:         Land in Rose Terrace. Mr Colson asked and the Council agreed that the Clerk to contact Mr Orlebar regarding the chained off land in Rose Terrace to find out whether there had been any developments.
 

Planning Issues:

10:     Planning Committee Comments

a)           The Planning Committee had not commented on any plans since the last meeting.

11:     East Northamptonshire Council Decisions

a)           Allotment 12 Thrapston Road EN/07/02062/FUL Change of Use – Agricultural Building. Refused.

12:     New Planning Applications

a)           Land off De Capel Close / Club Lane EN/07/02405/FUL Construction of dwelling. Revised plans were discussed. Councillors questioned the need for a footpath in Club Lane- especially as it did not reach the top of the road, and the existing footpath further down the hill was barely wide enough to walk on. The construction of the footpath would also require the demolition of the existing retaining wall which is probably centuries old due to the present depth of this old sunken roadway. Concern was also expressed that due to the reduction of the height of the land to road level instability could be introduced to the rear and northwest of the site. Additionally considerable disruption would occur potentially closing the road in order that the vast quantity of soil can be removed from the site.

13:     Other Planning Matters

a)           None.
 

New Correspondence:

14:     The Chairman asked that the following items of correspondence be circulated:

a)          ENC Minutes – Clerk drew attention to a review of conservation areas in some villages (including Woodford) – Clerk to obtain further details.

b)        Orders relating to Conduct of Council Members (January 08)

15:     Mrs Hayman proposed, Mr Colson seconded, and it was unanimously agreed that the above three accounts be settled.
 

Any other Business:

16:     Mrs Hayman reported that a fallen tree was blocking the main path through the Shrubbery. Clerk to inform Drayton Estate.

17:     Clerk asked to report to “Street Doctor” a fallen tree on the highway (old A604) near Woodford House  

There being no other business the Chairman declared the meeting closed at 8.15pm.
