 Minutes of a meeting of Woodford Parish Council held on Tuesday 15th February in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm

Minutes of last meeting:

The minutes of the last meeting having been circulated, were proposed by Mrs Reid seconded by Mr I Vaughan and unanimously agreed as a true record of the meeting. The chairman signed them as such.
 

Police Report

1:      Access Road to Working Men’s Club. WPC Bayes-Griffith reported that despite monitoring the parking in the access road to the Working Men’s Club, she had yet to find a problem

2:      Mini-Motorcycles. The issue of mini motorcycles being ridden on the highway was an ongoing investigation.

3:      Parking. The WPC reported that she had spoken to people who parked close to the junction of High Street and mill Road, requesting that they observe the 15 metre rule for parking near junctions. Whilst it was acknowledged a car was often parked on the verge in Mill Road near the entrance to Highfield, it was not considered a hazard as the footpath was always left clear giving a clear view in each direction. Parking on the double yellow lines near the shops was seen as a persistent problem and initially the WPC said she would ask the shop owners to display a posted drawing attention to the problem warning that parking tickets may be issued.

4:      Motocross. Mr Woodhouse and WPC Bayes Griffith explained they had attended a hastily arranged site meeting with the organiser of these events to discuss the problems associated with the last two events. These events in January had been run by Northampton School Boys, and it was understood that Corby Motocross would not sublet the site to them in future. In order to avoid a repeat of mud on the road, a stone track is to be laid in the field to the parking area which should alleviate much of the problem. The organisers had also purchased a road sweeper in order to clean the road promptly. In order to facilitate this work the March meeting had been cancelled, however, police cones (to prevent parking in the road) had been requested for 3rd April, 3rd July, and 23rd October. Mr Colson asked why the road had been closed for the recovery of the vehicle involved in the accident at the site on 30 January, and why the block was not manned. WPC responded that she was not sure who had authorised the closure as Police cones had not been used although the cones could have been placed by the recovery team. This would be looked into but may be inconclusive. Attention was drawn to the fact that the ford was used as a site to clean motorbikes after the event, and it was suggested that the Clerk write to the Environment Agency.

5:      Access Road to Working Men’s Club. Spire homes had responded informing that they only had one property in this area, so it could be one of the other properties that was causing the obstruction. Mr M Vaughan confirmed that the address quoted by Spire was indeed the property causing the problem. Additionally, the road surface would only be repaired if all parties who used it would contribute a sum towards the repair. The Clerk was asked to respond informing that East Northants Housing (Spire Homes) had in fact taken total responsibility for the road when it was last repaired. Mr Perkins of the Working Men’s Club had written to the Council expressing concern over the state of the road, and the Clerk was asked to keep him informed of situation.

6:      Litter – Thrapston Road. East Northants Council had responded to the Clerk’s letter informing that this road and also Mill Road out to the A510 is shortly to be litter picked. With regard to the bagged waste at the motocross site this would only be collected if Cory Environmental or ENC were informed and the collection of this commercial waste would be chargeable.

7:      Parking – Motocross Thrapston Road. The Clerk had responded to Mrs Hedley thanking her for drawing attention to the problem and also the photographs submitted, informing that the Police were aware of the situation, and that the road would now be Police coned at future events. Motocross. Further to the accident caused at the site of the Motocross event the Clerk informed the meeting he had also informed the Community Safety Officer at East Northants Council of some of the problems being generated by the events.

8:      East Northants Council – Complaint re Mill Road Development. A draft letter to the Local Government Ombudsman regarding the way that the Planning Applications for the Mill Road development was read out and minor amendments made. (Mr I B Vaughan declared a non-prejudicial interest and took no part in the debate (being an employee of ENC)

9:      Village Litter Picker. The Clerks letter affirming Mrs Bosworth as the village litter picker was read out.

10:  Thrapston Town Band A letter of thanks was to hand from the Thrapston Town Band for the Council’s donation for last year’s performance at the Woodford Feast.

11:  Street Lighting. Mr M Vaughan reported that he and Mr Whalley had identified the poorly lit areas of the village, and would report to the next meeting.

12:  Youth Forum. Mr M Vaughan reported that Sam Horner would like to attend the next Parish Council Meeting to discuss the future of the Youth Forum. Councillors were agreeable to this. Clerk to provide further details to M Vaughan re NNC Youth scheme.

13:  Road Repairs. Clerk informed that he had reported potholes in Church Street near Club Lane and Bakers Lane for repair. The state of the footpath outside 20 Church Green had also been reported.

14:  Verge Cutting. WS Atkins had confirmed acceptance that the Parish Council would be responsible for verge cutting in the village this year. A rebate of £399.37 (plus inflation) would be payable next year (2005/06).

15:  Eco Lights. Details of the Eco powered lights were not yet to hand.

16:  Footpaths. A further request to the County Rights of Way Team regarding blocked footpaths and also the provision of noticeboards on some footpaths had yet to receive a reply

Planning Issues:

17:     Planning Committee Comments

a)         76 High Street – Conversion of Outbuildings to living accommodation. No objections, subject to the conversion not being permitted to be separate accommodation.

18:     East Northamptonshire Council Decisions

a)         East Northamptonshire Council had not considered any applications for Woodford in the last month.

19:     New Planning Applications

a)         85 Mill Road, (Retrospective) Retention first floor rear extension. No Objections.

20:     Other Planning Matters

a)           Daventry Farm Development. The Clerk reported that he had informed the Drayton Estate of the proposed development as it involved their land. A response from the Estate confirmed they had not been consulted by East Northants COuncil, but had now made representations. The Clerk informed the meeting that Cllr Hughes had reported that the application due to have been discussed at a Planning Committee Meeting on 9th February had been withdrawn (from the agenda) prior to the Planning Meeting.

New Correspondence:

21:  Police Home Beat Publication. A request had been received from the police asking whether the Home Beat newspaper had been delivered to Woodford. Parish Councillors were aware of the publication so it was assumed that the village had received its quota.

22:  Local Environmental Quality. Defra had published details of a new bill giving which will give Parish Councils the power, should they wish to take it up, to tackle and issue fixed penalty notices for litter, dog control, graffiti and fly posting.

23:  Dukes Arms Public Entertainment Licence. A Renewal of the public Entertainment licence was discussed. No objections were made to the Licence for inside entertainment but concern was raised regarding the lack of information for outside event. Clerk to pass on comments to East Northants Council.

24:  Road Maintenance. WS Atkins had confirmed the roads in and around Woodford would be inspected for faults during April

25:  East Northamptonshire Housing. ENH confirmed their name change to Spire Homes with effect of 24th January 2005.

26:  Village of the Year. Details of the Village of the year competition (£20.00) were to hand. Due to the change of format it was unanimously agreed not to enter this year

27:  Verge Cutting. The maintenance contract for the verges had been received and being unchanged from last year, it was unanimously agreed that the Clerk sign it in acceptance of the terms and return to ENC

29:  Mrs Hayman proposed, Mr I Vaughan seconded, and it was unanimously agreed that the above accounts be settled.
 

Playground Safety Report:

30:  Consideration was given to the Playground Safety Report produced by Wicksteed Leisure. The vast majority of work required was in response to general wear and tear. Some vandalism had occurred but this did not require attention at present as it was not perceived a safety hazard. Some units required painting in order to prolong their life. It was proposed that the repairs as suggested in the report with the exception of the removal of the bass of the old “Rocking Fire Engine” be carried out. A vote (5 in favour, 2 against, 2 abstentions) affirmed the proposal. The Clerk was asked to place an appropriate order (£1460.00) with Wicksteed Leisure. Additionally the Clerk was asked to follow up a quote for a new gate and fence on the road safe.
 

Items of Urgent Business:

Clerk informed the meeting that he had received a very large bill from Powergen for street lighting power, and had queried the contents but as yet had not received a reply

 There being no other business the Chairman declared the meeting closed at 9.50pm.
