Minutes of a meeting of Woodford Parish Council held on
Tuesday 21st August 2007 in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm

Present:

Mr I Vaughan (Chair) Miss L Blanchard, Mr S Clifton, Mrs M Colson, Mr B Mearns, Mr D Sharples, Mr M Vaughan.

Apologies for absence:

Minutes of last meeting:

The minutes of the July Parish Council meeting having been circulated, were proposed and agreed as a true record by those present. It was unanimously agreed that the Chairman sign them as such. 

Youth Forum Update:

1:         Mr M Vaughan had nothing to report.
 

Police Report:

2:         A Police Officer was not present. The Clerk reported that crime for the month of July totalled three incidents of the “other” category taking the total for the present year to eleven.
 

Comments from Electors:

3:         No members of the electorate were present.

Cllr Langley’s Comments:

4:         Cllr Langley was not present.

Cllr Hughes Comments:

5:         Cllr Hughes was not present.

Matters arising from the minutes:

6:         Vintage Rally. Mr M Vaughan said he had been more concerned with the threats to members of the Pre-School, rather than the assault on him (July para 25).

7:         Policing. The Clerk’s letter to the Police expressing concern over the frequent change of PCSO’s was read out. (No reply).

8:         High Street Improvements. The Clerks letter to Drayton Estate regarding the High Street was read out (no reply).

9:         Woodford Feast 2007. The Clerk had written to Mr Bugg thanking him for attending but pointing out the poor behaviour of some of the younger persons from the fair.

10:     Verge in Rose Terrace. No further correspondence had been received regarding the “annexed” verge in Rose Terrace. Situation to be monitored.

11:     School Sign outside Prince of Wales. The Clerk had taken this matter up with Cllr Langley.

12:     Dog Waste Bin Mill Road. The bin was now installed on the verge adjacent to the gas reduction valve.

 

Planning Issues:

13:     Planning Committee Comments

a)           The Planning Committee had not commented on any plans since the last meeting.

14:     East Northamptonshire Council Decisions

a)           19 High Street - two storey rear extension (07/01257/FUL). Permitted

15:     New Planning Applications

a)           There were no new planning applications to hand

16:     Other Planning Matters

a)           Unit 1 Wold Lodge Cranford Road. Change of use to bus storage (EN/07/01099/FUL) Withdrawn.

b)           28 Church Street. A planning enforcement notice had been served on the occupier of 28 Church Street for breech of planning conditions through the misuse of land (storing vehicles) to the rear of the property. Additionally an appeal had been lodged by the resident and a copy had been received from ENC for the Council’s comments. Subsequently ENC had sent a notice retracting the enforcement notice, suggesting that the matter was closed for the time being.

c)           Allotment 12 Thrapston Rd. A letter from Mr Furniss, the owner of the allotment was read out informing that he was only using the site as store for his business suggesting that it would not be visited anymore than an “agricultural store” and that a resubmission would be taking place with a revised entrance design. Suggestion was also made that the Parish Council’s objections should have been directed towards the former owner. Councillors agreed that the Clerk should acknowledge the letter and inform Mr Furniss that the Council would make representations when a formal application was made to East Northants Council.

 

New Correspondence:

17:     Bus Shelter. The occupants of the old school had been in touch with the Clerk regarding anti social behaviour of youths jumping onto the bus shelter roof amongst other things and generally causing a nuisance. The Clerk had informed them that this was a Police matter and should be referred as such. A request was also made that the shelter be relocated. Councillors dismissed this suggestion stating that in its present location it serves all bus services through the village, and removes the necessity for buses to travel around the green. Clerk to respond.

18:     Policing. A new Community Joint Action Group had been set up and the first meeting was scheduled for 14th September 07. The Clerk said he would attend the first meeting to obtain more facts.

19:     Bus Service 207. The bus service between Lutton and Kettering on Fridays (formerly provided by Alec Head) had bee withdrawn from 2 September.

20:     Road Maintenance. Amey Infrastructure Services had written informing that they were intending to bid for the NCC road maintenance programme. The Clerk said that he understood WS Atkins had several years to run on their contract and would query the matter with Cllr Langley.

21:     ENC Green Waste Club. East Northants Council were now advertising the new Green Waste Collection Scheme.

22:     New Planning Scheme. District / Borough Council’s are to operate a standardised Planning Application Scheme from October 2007 utilising standardised documentation and forms. The changes were unlikely to adversely affect the Council’s dealings with ENC.

23:     Community Safety Forum. The next meeting would be at Irthlingborough on 4th September.

24:     The Chairman asked that the following items of correspondence be circulated:

c)         Police Newsletter

d)        County Council Annual Report

e)         Alzheimer’s Society News.

25:     Mr Sharples proposed, Mr Clifton  seconded, and it was unanimously agreed that the above accounts be settled.

 

Donation to Thrapston Town Band re Woodford Feast

26:     Discussion took place regarding a donation to Thrapston Town Band for playing at the Woodford Feast. Mr Mearns proposed a donation £60.00 and this was seconded by Mr Clifton and unanimously agreed.

Note Mr I Vaughan declared a non prejudicial interest in this agenda item.

 

Any other Business:

27:     Cars parked in Newtown. Mr Sharples mentioned the potential safety hazard of three cars parked in Newtown. The vehicles are unroadworthy and in a state of decay. Whilst not on an adopted highway they are on a public thoroughfare and could be a hazard to passers by. The Clerk was asked to refer to East Northants Council.

28:     Seat in Mill Road. Mrs Colson said she had received a complaint regarding the location of the seat as it was now too far for the complainant to walk to. It was agreed to review the possibility of a seat “closer to the village” once the William Davis Development was complete.

29:     Overground Cables. Mr Mearns informed the meeting he had been approached by a cable laying company informing that cables were to be put underground in Baker’s Lane. This message had then bee retracted and a suggestion was made that Club Lane could be affect. The Clerk informed the meeting. that no formal information was to hand. Mr I Vaughan said that he had been approached by a cable company representative informing that the hand gate at the end of Rose Terrace may need to be closed off temporarily whilst work was carried out just beyond the gate in The Leys. Once again the Clerk informed that no official communications were to hand.

30:     Fire Extinguisher Company Rose Terrace. Mr Sharples said he had received a complaint that a company that service fire extinguishers was now operating out of normal working hours, yet he was led to believe that this may breach planning constraints. Clerk to refer to ENC.

31:     Highfield. Mr M Vaughan reported that during heavy rain earlier in the summer, road drains in the “The Ring” had been unable to cope with the surface water. Clerk to report to “Street Doctor”

32:     Volunteer Force. Mr Sharples suggested that formation of a volunteer force of parishioners who would be willing to give some of their free time to assist with any small projects the Council may have. This was generally agreed to be a good idea, but the Clerk was asked to check out any insurance issues which may arise. If there were none the idea could be advertised in the local press / village newsletter.

33:     Mr and Mrs B Reid. Councillors expressed congratulations to Mr and Mrs Reid (Parish Councillor) on the birth of their son, Francis.

 

 

There being no other business the Chairman declared the meeting closed at 9.00pm.
