 Minutes of a meeting of Woodford Parish Council held on Tuesday 16th August 2005 in the vestry of the Baptist Church, Rose Terrace, commencing at 7.30pm

Present:

Mr P Bird (chair), Mrs A Fulcher, Mrs S Hayman, Mrs E Reid, Mr D Sharples, Mr I Vaughan, Mr M Vaughan and Mr D Woods

Apologies for absence:

Mr S Clifton, Mr and Mrs Whalley, Cllr Langley, three members of Youth Forum.
 

Minutes of last meeting:

The minutes of the July Parish Council meeting having been circulated, were proposed by Mr Woods and seconded by Mrs Hayman as a true record of the meeting. It was unanimously agreed that the Chairman sign them as such.
 

Youth Forum Update:

1:     Dawn Benbow on behalf of the Youth Forum outlined achievements to date and plans for the future. The meeting is gaining in popularity with increasing numbers each time. Rules had been drawn up and it is proposed to open a bank account, and fundraising events are planned including a car washing morning possibly at the Working Men’s Club. The chairman thanked her for her report.
 

Police Report:

2:     The Police were not in attendance and no report had been received
 

Comments from Electors:

4:     No members of the electorate were present.
 

Cllr Langley’s Comments:

5:     Councillor Langley was not in attendance. No report was to hand

Cllr Hughes Comments:

6:     Councillor Hughes was not in attendance. No report to hand

Matters arising from the minutes:

7:    Thrapston Road. The Clerk reported he had received a response from WS Atkins regarding the overgrown verges suggesting that there was no risk from overhanging shrubs. The Clerk informed the meeting that he had responded informing Mrs Andrews that the problem was overgrown not overhanging shrubs.

8:    Motorcyclists in the Warren. The Clerk had written letters to the Police, East Northants Council and the County Council about this continuing issue, however, no replies were to hand. The chairman reported he had met one Police Officer on an off road bike. An element of success had been achieved at Stanwick lakes where persistent offenders had had their vehicles confiscated.

9:    Development of Woodford. The Clerk’s letter to ENC answering the questions raised in the consultation document was read out.

10:  Police Attendance. The Clerks letter to the Police regarding lack of attendance at Parish Council Meetings was read out. No reply to hand.

11:   Woodford Feast and Thurston’s Fair. The Clerk’s letter to John Bugg, thanking him for attending Woodford with a greatly improved fair this year (compared to last year) was read out. Additionally the Clerks letter of thanks to Thrapston Town Band was read out.

12:   First Aid Funding. Mr M Vaughan had said he had investigated other sources of funding for First Aid but had been unsuccessful. The cost was likely to be £35.00. Mr Sharples proposed, Mr Woods seconded and it was unanimously agreed that the cost should be met by the Parish Council (Section 137 Payment).

13:   Lamp in Baker’s Lane. The Clerk had written to Mr and Mrs Stevens in Baker’s Lane regarding replacing the lamp in their garden near the Scout Hut. They had replied having no objections. The Clerk informed the meeting that the order for replacement lamps had now been placed.

14:   Bus shelter. New polycarbonate panels and notice board for bus shelter were now to hand.
 

Planning Issues:

15:   Planning Committee Comments

a)     The Planning Committee had not discussed any plans since the July meeting.

16:   East Northamptonshire Council Decisions

a)     3 Rose Paddock – Loft Conversion. Approved.

17:   New Planning Applications

a)     Daventry Farm – Re-roofing of rear of farmhouse. No Objection.

b)     Grange Farm - Conversion of agricultural barns to office and small scale warehousing. No Objection.

c)     Rear Walnut Tree Close. Stable and conversion of part of field to gardenretrospective. No Objection.
 

New Correspondence:

18:   Letter Re Motorcross. A letter from Mrs Beard of Alledge Drive concerning the Motorcross events in Thrapston Road. It was understood the event had been held in accordance with the directions of ENC and the Clerk was asked to write to Mrs Beard informing that the matter was totally out of the Parish Council’s hands at present.

19:   Prince of Wales. Notification was to hand that the Prince of Wales was seeking to extend the hours of business. Councillors whilst not directly objecting to the changes did suggest that stringent conditions regarding noise from persons on or leaving the premises must be put in place. Clerk said that he would notify ENC although the actual closing date for comment had passed.

20:   Electoral Boundaries. East Northamptonshire Council had written informing that some of the Electoral Boundaries were to be amended due to population fluctuation. However, there would be no change to Woodford Ward (including Great Addington and Little Addington).

21:   Rights of Way. The Countryside Agency had sent a new map detailing access rights to common land in Woodford. The map shows no public access land and all accesses still confined to existing rights of way e.g. bridleway, footpaths etc.

22:  Community Safety Forum. The next meeting will take place 6th September at Irthlingborough 

23:  Community Safety Fund. East Northants had written with details of various funding methods available to different organised groups.

24:  The Chairman asked that the following items of correspondence be circulated:

a)         ENC draft Cultural Policy

b)        Police Annual Report

c)         ENC Councillors Information Circular.

25:  Mr Woods proposed, Mrs Reid seconded, and it was unanimously agreed that the above accounts be settled.
 

Annual Accounts Return 2004-05

26:  The Clerk produced accounts for the previous financial year which had been audited by Mr L Essam (Internal Auditor). The return to the External Auditor had also been completed appropriately by him.  Mrs Reid proposed and Mr I Vaughan seconded that the accounts be adopted this was unanimously agreed. The chairman signed the return.

27:   The Chairman presented each Statement of Assurance to those present and these were answered accordingly. The chairman completed the return appropriately and signed the form.
 

Children’s Playground

28:   Mrs Hayman suggested that the condition off the children’s playground should be viewed by Parish Councillors and the condition noted prior to the meeting. Mrs Hayman said that concerns at the level of expenditure had been voiced by certain members of the community and that the level of expenditure cannot be maintained on an area which receives little or no respect from certain members of the village. The matter was discussed with several widely varying opinions voiced. It was agreed that the clerk analyse the costs and write an article about the area and include it in the Parish Newsletter.
 

Any other Business:

29:   Additional bollards in High Street. Mr Sharples suggested requesting extra bollards be placed up the High Street between Newtown and the Mill Road Junction. This would prevent the frequent use of the pavement by vehicles which would also prevent the pavement from sinking. Clerk to refer to WS Atkins.

30:   Hole in Thrapston Road outside Doctors. Clerk to report to “Street Doctor”.

 

There being no other business the Chairman declared the meeting closed at 9.10pm.
